I have been using directories to list my websites as I believe they offer a legitimate way of building links that Google appreciates. The secret is to only pay and get listed in directories that have a human review process in place and that Google respects. These are the best that I could find:
Featured directory for all markets:
BOTW - Established in 1994. What makes this directory important is that it is one of the oldest on the internet. Google loves old sites with a proven history. They carry a lot of weight and this is our most recommended directory. It is more expensive than the rest. I recommend selecting the one-time fee as it will save money in the long run.
Dir Journal - They have strict quality standards which ensures that Google continues to respect the authority of this directory.
